Highlights from the January 24 meeting of Marlboro Township Trustees:

Department reports

Tax Agent Tracy Ferrett:

• Received a Subdivision Review Notice from the Stark County Regional Planning Commission announcing that, in accordance with Stark County Subdivision Bylaws, the Subdivision Review Committee was scheduled to meet on February 7; and the Stark County Regional Planning Commission was scheduled to meet Feb. 8.

• Received a letter from the Stark County Health Department regarding a property on Pinedale Street, which was addressed to the owners. Copies of the letter have been sent to the trustees.

• Passed on the gratitude of Police Chief Ron Devies for the 2021 holiday treats donated to the department.

Fire Department – Person from Marlboro Township Volunteer Fire Co., Inc.

Devies, Chief of Police:

• Cadet Izel Oneal Hines was sworn in by Administrator Ken Eddleman.

• The department is working with Nate Anderson and Kyle Devies to install mobile data terminals.

• Sergeant. Vance recruits a scheduled firearms instructor to do firearms qualification at the law enforcement training facility. Eddleman asked if there was enough ammunition for practice, and Devies said 25 rounds per gun were needed to qualify.

• Schillig asked about the condition of the evidence room and whether any weapons were cleared for auction. Agent Ruggeri was still taking inventory, so it was reported that it could be by the end of the month.

• Read a letter from Constable Dustin Chase and recommend accepting his resignation. His last day was January 31. Devies recommended making the sergeant part-time. Justin Vance to fill the open position full-time effective Feb. 1, noting that Vance wouldn’t need health insurance since he has it through the military. The administrators passed resolutions on both movements.

Road Foreman Rick Bergert – He was not present, but the department has been very busy with all the snow. Administrator John Battershell said he received notice that the annual mileage certification was due March 1 and he will pass that information on to Bergert.

Zoning Inspector Ed Stanley – Was not present and did not leave a report.

• Trustees approved a resolution requesting an investigation by the Stark County Engineer’s Office regarding the right-of-way on the 6800 block of St. Peters Church Road.

• Trustees approved a resolution to pay bills of $58,211.23. Schillig withheld from approving three invoices for Hartville Hardware due to his employment there.

Public speaking

• Deborah White, 14198 Ravenna Ave. NE, made a presentation to offer to recognize veterans using banners on the poles of St. Peters Church Road at Marlboro Cemetery, which is the route of the Memorial Day Parade, adding that the overflow could be displayed on the route 619 Currently, Alliance, the Township of Atwater and the Township of Rootstown recognize veterans in this way. She contacted some companies and showed the free sample she received from a company in Florida. She prefers to keep it in Ohio, so contacted a recommended company in Ravenna as well. The cost of a 24-by-48-inch banner is $48 from Ravenna (plus $132 for hardware, but maybe White’s husband could get a better deal). Volunteers to hang the banners would be needed and she would like to see them before Memorial Day, if possible. The Ravenna vendor has a deadline of April 1 for the banners to be completed before that date. Alliance has set up a banner for White’s daughter, Ashley White Stumpf, near the Aultman Alliance Community Hospital, and they would like the banners in Marlboro to be free for Gold Star families as well. Eddleman reported that there are certain rules/regulations for using utility poles for this purpose, and White said she would try to contact them to see what can be done, adding that other townships are using the poles for this purpose. end.

• Shane Skaggs, 8682 Lynnpark St. NE, spoke about flooding from the roadway. Skaggs said he moved there in October and was unaware of the flooding issues. There is water from the road flooding his yard, and he asked for help. Battershell said this was an ongoing issue and there was an easement for water to cross the road when the development was carried out. The previous owner created this problem by installing the hose incorrectly. Battershell said the township had done everything they could and recommended that Skaggs hire a contractor to repair the pipe (i.e. replace the 4 inch pipe with a 6 or 8 inch pipe ). Eddleman will ask Bergert to contact them to explain the history and what the township has done to their right of way.

Highlights from the February 7 meeting:

Department reports

Tax agent – Ferrett said the Stark County Government Law Seminar will be held Feb. 26 at Exploration Gateway at Lake Sippo. The cost is $25 per person and the reservation deadline is February 18. She wondered if this seminar, which includes both public records and records preservation as well as a workshop on the law of the sun, covers the public records training requirement of elected officials. She said she has been extremely busy with payroll and other year-end reporting requirements.

Fire – No one from Marlboro Township Volunteer Fire Co., Inc. was present.

Police – Devies was not present but Sgt. Justin Vance reported:

• In January 2022, there were 103 service calls, including: six 911 hang-ups, eight accidents, one abandoned vehicle, two alarms, two animal complaints, five assistances, six civil procedures, 16 broken down vehicles, four domestics, three EMRs, one fire department assist, one hit, four investigating a complaint, 12 follow-ups, five of an unknown nature, one ATV/motorcycle complaint, one neighborhood complaint, two special details, one fire structure, two suspicious persons, six suspicious vehicles, one theft, one threat/harassment, one traffic detail and 10 traffic violations.

• Asked motorists to check their vehicle and remove any snow/ice on the roof before driving to prevent it from blowing away.

• Eddleman asked for a breakdown of the five assists. Vance didn’t have it with him but said he could provide it.

Road – Berger reported:

• They did a lot of snow removal.

• Install new springs on both sides of the Freightliner at a cost of $2,242, including towing.

• Mixed gravel with beet juice, hauled 22 tons of gravel and mixed it with salt, and received a load of salt with two more on order.

• Mailbox policy: if they hit it with the plow, they replace it. If snow hits it, they usually don’t replace it. The heavy snow resulted in more outings than usual (four). The township will only cover the cost of a regular mailbox (about $25) and the resident will have to pay the difference if they want a more expensive one.

• Garbage cans: It is very difficult to plow around the garbage cans, so he asked residents to keep them out of the way.

• Snow Piles: Received a notice from the ODOT stating that according to the ORC, it is not legal for residents to push their snow piles down the road when clearing their driveways. It freezes and damages the equipment of the municipality. It is okay to push snow across the road as long as it is not on the road.

• Eddleman asked for one of the new police driveway signs.

• Zoning – Stanley was not present and there was no report.

Syndic’s reports

Eddleman- The reported Townships Day lunch will be on a Thursday in February or March.

Schillig- Reported that a resident approached him about a street light being turned off at Foxvale Street and Marlboro Avenue. He called the Ohio Edison emergency breakdown number and was told it would be fixed in two to three days. Battershell suggested calling the Township contact Troy Rhoades (of FirstEnergy Regional External Affairs with these types of issues next time.

Battery shell – The directors approved his resolution to raise truck driver/labourer Ryan Scott’s hourly rate to $20, after his 90-day probationary period ended. The directors approved a motion to pay Justin Vance, a full-time sergeant, a base rate of $20.50 an hour. Reported contacting the Stark County Engineer’s office to request a right-of-way survey for the 8600 block of St. Peters Church Road. Seasonal truck driver Don DeFluiter resigned from Rick Bergert via text message dated January 18, 2022. Bergert will forward the text message to Ferrett to be printed for DeFluiter’s record. The directors approved the resolution to accept the resignation. The trustees then hired James Ringer as a seasonal driver to help with snow removal at a rate of $18 an hour with no benefits except PERS and with a retroactive effective date of February 3, 2022.

The directors passed a resolution to pay the invoices in the amount of $48,975.58.
