Highlights from the August 8 meeting of Marboro Township Trustees:

Department reports

Tax Officer Tracy Ferret reported:

∙ Jim Zuccaro of Summit Insurance Agency will attend the September 19 meeting. His company handles the OTARMA Property and Liability Insurance paperwork for annual renewals.

∙ Received public notice regarding the 2023 Stark-Tuscarawas-Wayne Solid Waste Management District Solid Waste Management Plan Update and establishing a 30-day written comment period and public hearing. The public hearing will be held September 2 at 11 a.m. at the district office and written comments will be accepted until August 31.

∙ Received the invoice for the 2022-2023 OTARMA anniversary contribution for the property/liability insurance premium in the amount of $19,826.

Fire Chief Matt Anstine of Marlboro Township Volunteer Fire Co., Inc. reported:

∙ As of July 2022, the department recorded 44 responses. These included 16 fires and 28 EMS calls, with three accidents, 19 transports to area hospitals and eight patient refusals.

∙ The Marlboro Fire Department has partnered with the State Fire Marshal to provide free smoke detectors to residents (limit 1 per household). Contact the station at 330-935-0280 for details.

∙ The department will host the Crash Course Village Extrication training from September 12-15. Any complaints about the cars should be forwarded to him.

∙ The department will begin billing for the 800 radios in January 2023, at $1,800 for 15 radios. Three are police radios obtained from the fire department under the state fire marshal grant. The township will therefore have to reimburse the fire department for its radios at a cost of $120 per radio per year ($10/month per radio).

∙ Anstine honored Police Chief Ron Devies, who saved a man’s life the night before by using an EpiPen to treat multiple bee stings.

Devie Chief of Police was not present, but Administrator John Battershell handled the report. During the presentation, the directors approved a motion to spend $110,263.44 to purchase two white 2022 Dodge Durango Pursuits V6 along with the equipment to outfit both vehicles (excluding radar), payable from the ARPA fund. Battershell added that two cruisers will be retired and likely sold with equipment intact through OTA Ohio Township News magazine. The financial officer recommended an additional appropriation as only one police vehicle purchase was budgeted/assigned in 2022. Directors approved this motion.

Road Foreman Rick Bergert reported:

∙ The department used a sewer jet on three pipes and went through them all. Two were completely clogged.

∙ Received an email from the Stark County Engineer’s Office that the salt quota has been reached, so no need to purchase for this year. The cost will increase by 66 cents per ton next year thanks to the contract.

∙ Spoke to Brandon Stroup of Stroup Land Improvement regarding the Lynnett Street drainage project. It is tentatively scheduled for the end of August.

∙ The ministry was to begin the chipping and sealing program at the end of August. Requested that information about road closures during paving be re-posted on Facebook.

∙ Trustee Ken Eddleman requested about 10 bags of Redout Water Softener Salt for City Hall. He also asked about the Republic Services bill for spring cleaning. Bergert and Ferrett said credit was still due for tire disposal.

∙ Eddleman said the local Marlington school district is supposed to get its own road salt through a service, so the township shouldn’t get any requests. Bergert said his department didn’t have to take any last year either.

Zoning Department was unrelated.

Trustees’ reports

∙ Eddleman had nothing to report.

∙ Administrator Wayne Schillig reported receiving a letter from the Stark County Regional Planning Commission regarding the Community Development Block Grant program. Trustees determined that no CDBG grants were being considered at the time, so it was not deemed necessary to send a representative to a workshop in late August.

∙ Administrator John Battershell had nothing to report.

other business

∙ Trustees paid bills of $44,840.16. Schillig withheld an August 8 invoice for Hartville Hardware because of his employment there.

∙ Trustees approved a motion to remain with OTARMA for 2022-2023 for Township property and liability insurance coverage, with an anniversary contribution of $19,826.00.
