Mayor of Schaumburg recommends salary increases for village administrators and commission members

Just after the primary election closes on Tuesday, Schaumburg trustees will vote on a proposal to raise their office’s salary — but that wouldn’t take effect until after the April 2023 elections for some of the village council seats and April 2025 for the rest.
The proposed change in compensation for each of the six directors would increase the annual salary from the current $6,439 to $9,883, the current amount paid to the village clerk.
Mayor Tom Dailly, who made the recommendation, suggests the clerk’s pay stays the same and the mayor’s pay stays at its current level of $28,456 a year.
Dailly said it had been many years since there had been an increase in director compensation. The amounts it recommends are based on population, geographic size and economic impact of the village, and the workload these factors create, he said.
“You can’t compare Schaumburg to a city of 25,000 (inhabitants),” Dailly said.
The U.S. Census Bureau estimated Schaumburg’s most recent population at 78,723.
In a bid to offset the increased pay for directors, Dailly said he also recommends changing the automatic annual raises for village board members from their longstanding 3% to the increase for non-union staff in the village.
In recent years, that increase has been in the range of 2% to 2.5%, he said.
While Dailly is not proposing any changes to the mayor’s annual pay, he recommends an increase from $100 to $300 in monthly pay for the liquor commissioner, a role traditionally held by the mayor. But that, too, would only take effect after the next mayoral election in 2023.
The proposal includes keeping the meeting day allowance at $75 for village board members.
While all of these suggestions have an impact on future budget years, Dailly recommends pay increases for plan commission and zoning board members that would affect the current budget year which began May 1.
Members of the plan commission would see their annual compensation increase from $500 to $750, while that of the chairman would increase from $750 to $1,000. Zoning board members would receive a raise from $650 to $900 a year, while the president’s would go from $1,200 to $1,500.
Village manager Brian Townsend said staff responsible for drafting the annual budget found the suggested increases would have minimal impact.
Overall attendance at meetings of these various panels would increase from $20 to $25 per meeting.
Other committee and commission members would see their annual allowance increase from $350 to $500, and that of chairs would increase from $500 to $750.
The current elected terms of Dailly, Village Clerk Marilyn Karr and Village Trustees Brian Bieschke, George Dunham and Mark Madej end in May 2023. Those of Trustees Jamie Clar, Frank Kozak and Jack Sullivan end in May 2025.
